Abstract

The textile and textile products (TPT) industry is one of Indonesia’s strategic national sectors. However, according to data from the Central Statistics Agency (BPS), growth in this sector slowed by 1.82% in the first quarter of 2024 compared to the first quarter of 2023. Competition from imported products has caused several injuries for local industries. To protect the industry, Indonesian government has implemented trade remedies measures such as Anti-Dumping Duty (ADD) and Safeguard Duty (SGD). Both measures have been imposed in the TPT industry, covering a range of products across upstream and downstream sectors. This study assesses the extent to which these two instruments impact the performance of the national TPT industry. The estimation results suggest that SGD is significantly positively correlated with the growth of the TPT industry. Higher safeguard measure found to encourage greater expansion in the TPT industry. In contrast, ADD had no significant effect on industrial growth. ADD was also found to have a negative relationship with investment growth in the sector. Therefore, greater harmonization of trade remedy policies across upstream and downstream segments of the TPT industry is expected to support more optimal growth.
