Law No. 23 of 2014 on Regional Government establishes a structured division of governmental functions between the central and local levels, including in the field of legal metrology. Under this framework, the central government is mandated to organize, supervise, and evaluate legal metrology nationwide, while the Provincial Government of DKI Jakarta and all regency/municipal governments are responsible for delivering legal metrology services. Empirically, 391 regencies/cities have established Legal Metrology Units (UML), whereas 47 regencies/cities have not yet formed such units. This paper argues that the core cause of suboptimal metrology services and the slow formation of UML lies in governance design that is misaligned with local governments’ actual conditions and incentive structures—particularly in terms of regulation, institutional arrangements, and financing. This analysis recommends that the central government should optimize metrology service programs and gradually establish a UML based on minimum service standards. This optimization needs to be supported by active support from the central government, involving provincial governments in governance oversight.
