Abstract

Palm oil is one of Indonesia’s strategic commodities that plays vital role in the economy as well as in ensuring food and energy security. To maintain the availability and affordability of cooking oil for the public, the Government has stipulated Trade Minister Regulation No 18 of 2024 which rules the Domestic Market Obligation (DMO) and Domestic Price Obligation (DPO) policies through the so-called Minyak Goreng Rakyat (MGR) program, to market cooking oil under Minyakita brand. In its implementation, several challenges remain, particularly in meeting DMO distribution targets and achieving the designated retail price ceiling (Harga Eceran Tertinggi – HET) for Minyakita. This study evaluates the implementation of the policy and explores potential options to optimize Minyakita distribution using a Cost–Benefit Analysis (CBA) framework, encompassing seven key indicators: achievement of HET, distribution equity, fulfillment of DMO targets, effectiveness of distribution oversight, implementation cost, administrative feasibility, and industry response. Based on the analysis, it is recommended that a proportional distribution scheme involving State-Owned Food Enterprises (BUMN Pangan) provides relatively greater benefits compared to its associated costs, and is necessary to enhance the efficiency and effectiveness of Minyakita distribution nationwide.
