The Legal Metrology Unit (UML) is a unit that carries out metrological activities in the Regency/City. UML has a vital role in achieving a well-measured market. These metrological activities include calibration and re-calibration and metrological supervision activities. One of UML's efforts to support these activities is to maintain the working standards it has, in this case, reference weights. In addition to purchasing existing measuring instruments with four sensors at once being very expensive, prototyping is the leading choice because it can be developed according to needs. This study created a prototype for monitoring the room conditions of the reference weight storage cabinet. This prototype uses four sensors integrated with a microcontroller to measure temperature simultaneously. The testing process for the prototype began with testing the temperature sensor with a standard thermocouple and water bath. Furthermore, the prototype will be tested with a standard thermohygrometer measuring instrument. The test results of the prototype for accuracy have a range of 94%-98%, precision of 97%-98%, and an error of 2%-4%. Meanwhile, the results of the measurement uncertainty of the prototype for the morning are by the provisions in the range of 0.37 °C-0.46 °C, and in the afternoon, they do not comply with the requirements, namely in the range of 0.38°C-0.61 °C.

Vera FirmansyahFanny NuriskaTeddy MulyanaDudi Adi FirmansyahBudi YasriAzis MuslimGiantoNandang Gunawan T.WWilli Sutanto

https://jurnal.kemendag.go.id/JCN/article/view/909

Shift-Share analysis is a method to decompose total changes in economic indicators into various components/indicators which are sources of growth or decline. This analysis is used, among other things, to see economic growth through industrial mix components, and the competitiveness of labor in a region. By using decomposition analysis per component, this analysis can be applied to international trade analysis. This paper analyzes changes or "shifts" in the share of trade (especially exports), and uses Global, Sectoral, Geographical and Product Competitiveness indicators. In contrast to simple export growth analysis, with the formula , which only looks at the total value of indicators in year compared to , this method shows what sectors/industries are experiencing changes , and the influence of sector competitiveness on total exports. The sector chosen in this research is the primary sector with a 2-digit HS group, namely (1) Fish and Crustaceans, Molluscs and Other Aquatic Invertebrates; (2) Coffee, Tea, Maté and Spices; (3) Animal, Vegetable or Microbial Fats and Oils and Their Dissociation Products; (4) Preparations from Meat, from Fish, from Crustaceans, Mollusks or Other Aquatic Invertebrates; (5) Preparations from Cereals, Flour, Starch or Milk; Cake Industry Products; and (6) Various Edible Processings. The export destination countries studied are countries in the Southeast Asia region. The results of the research show that the primary export sector is positively influenced by the effects of changes in global exports, product sector mix effects, and geographic effects, as well as negatively influenced by the competitiveness component. It is hoped that the results of this research can be an evaluation for exporters that although there has been an increase in exports, this increase is not caused by an increase in competitiveness. So treatment is needed to increase competitiveness which can influence the increase in Indonesian exports.
Sofyan Aji

https://jurnal.kemendag.go.id/JCN/article/view/912

Legal metrology services are very important to answer the need to ensure fairness in trading activities, especially during the weighing and measuring process. Metrology as an important element in trade must also face challenges in adapting to changing times. The application of legal metrology services in trade transaction activities is aimed at protecting every citizen's rights as a whole, whether acting as a business actor or consumer. The rapidly developing transformation is changing society, industry and the economy. Transforming metrology services in the digital era certainly requires a long process. In solving this problem, developing quality digital metrology infrastructure is important. The data analysis technique used in this research is a systematic literature review. From the results of reviews conducted in several studies, it was found that the focus of metrology transformation is on improving the quality of infrastructure for the establishment and development of metrology clouds so as to provide economic benefits and create digital confidence in measurements. The important aim of improving infrastructure quality in digitalization of metrology is to strengthen the three main pillars, namely metrology services, accreditation and standardization.
Penny Chariti LumbanrajaPretty Luci Lumbanraja

https://jurnal.kemendag.go.id/JCN/article/view/902

Japan is one of main Indonesia’s trading partners. This research aims to analyse the impact of ROO’s restrictiveness on the Indonesia export performance and the utilisation of preferential schemes for both IJEPA and AJCEP. This study constructs ROO Index based on Product Specific Rules (PSR), as proxy of ROO, at 6-digit HS level to measure the restrictiveness level. This research found that the restrictiveness of ROO has a negative impact on total exports and utilisation for both FTAs. Increasing rate of applied tariff would reduces the total export, while the rate of margin tariff positifely impacts the utilisation rate. Providing facilitative PSR would likely improve export performance and utilisation of international trade agreements.
Desy Andiani

https://jurnal.kemendag.go.id/JCN/article/view/918

This research produces an understanding of the importance of knowledge management in the development and implementation of corporate university (CorpU) in an organization. This research uses a systematic literature review method, consisting of identifying, classifying, reviewing, evaluating the results of previous researches that have been published on Google Scholar and Scopus. The research result shows that knowledge management and CorpU development and implementation cannot be separated. CorpU is developed to create a learning organization, of course it needs to be driven by individuals who learn continuously (learning culture). Knowledge management is very important to manege and facilitate individuals learning. Knowledge management trough a knowledge management system (KMS) provides to collect knowledge assets, manage and organize them, disseminate knowledge, use and develop knowledge, to save knowledge assets and realize to development sustainable innovation.

Teja Utami

https://jurnal.kemendag.go.id/JCN/article/view/904

Soybean is one of strategic foods in Indonesia, with their processed products widely consumed by the population. However, domestic soybean production is currently low, leading to a reliance on imported soybean to meet domestic demand. One form of government intervention to regulate soybean imports is to set soybean import tariffs. The Indonesian government has set a target for food self-sufficiency, including soybean. However, low import tariffs in recent years have had the opposite effect, weakening domestic efforts to increase soybean production and facilitating the flow of soybean imports. This study aims to analyze the impact of soybean import tariffs in Indonesia. The analytical method used is partial equilibrium to calculate the impact of import tariffs on the volume of soybean imports and other economic performance. This study uses basic data on world soybean prices, exchange rate, soybean import volume, domestic soybean production, soybean consumption, and soybean import tariff in 2022. The simulation results show that the liberalization of soybean import tariff results in an increase in soybean import volume and benefits the consumers, but harms soybean producers. On the contrary, the implementation of soybean import tariffs of 5% and 10% results in a decrease in the volume of soybean imports and benefits soybean producers, but harms the consumers.
Aunaya Bayu

https://jurnal.kemendag.go.id/JCN/article/view/914

This study aims to identify Indonesia’s foreign trade policy reforms and analyze their impact on its foreign trade performance. This study focuses on the reforms of policy in foreign trade that includes the policies and regulations of both the export and the import sector after the Constitutions of Job Creation (UU Cipta Kerja) enforced. Descriptive and statistical analysis used in this study. Descriptive analysis is intended to identify any fundamental changes related to the regulations of foreign trade. Then, statistical analyses that consist of Paired T-Test and Correlations Test, are aim to capture the differences in the average of exports, imports, and trade balance value before and after the enactment of Minister of Trade Regulation Number 19 of 2021 concerning Export Policies and Regulations and the Minister of Trade Regulation Number 20 of 2021 concerning Import Policies and Regulation, and to find out the relationship between import and export activities. Based on descriptive analysis, the results show that fundamental changes occurred were the form of system changes, the simplification of licensing application requirements, and positive fictitious principles. Besides, based on the Paired T-Test, there is a difference between the average of export, import, and trade balance value before and after the Minister of Trade Regulations enforced. This indicates that the regulations have an impact on the value of exports, imports, and trade balance, which their value had increased after the implementation of the regulations. Furthermore, through correlation analysis, it is proven that the value of imports is positively correlated with the value of exports. So that, the value of imports is closely related to the increase of exports value. In other words, an increase in the value of imports followed by a higher increase in the value of exports, can increase the value of the trade balance.

Dioni Yurinda RahmasucianaMuhammad Rofii
